Job Summary

In more detail, the following specific actions relating to The Trans-Sahara Counterterrorism Partnership (TSCTP) are required:

– Technical Advice – Provide technical and logistic support, and perform follow-on training, to partner nation aircraft maintenance personnel and ISR operations & maintenance personnel.

Fully qualified (in accordance with Title 14 of the CFR to include experience requirements) FAA A&P licensed maintenance personnel and have an Inspection Authorization (IA) certificate.

Technical Publications – When needed, provide a Technical Data Package (TDP) to perform all maintenance and training activities for the C-208B program.

Configuration Management – As needed, implement (if not already implemented) and maintain a Configuration Management (CM) system consistent with best commercial practices. All changes to the Product Baseline, as defined in the OEM Product Specification, shall be approved by the U.S. government prior to implementation by the contractor.

Supply Chain Management – Establish, manage, and maintain the necessary inventory of aircraft spare parts, at each performance location, in accordance with approved procedures, to support flight operations and maintenance training support. The contractor shall ensure all spare parts are new, refurbished, or overhauled parts with a zero (0) time between overhaul (TBO). Used parts are prohibited.

Support on-site supply chain management at each performance location.

Supply Operations – Ensure all parts to be utilized on the C-208B are FAA-certified. GSE does not need to be FAA-certified but must comply with commercial practices. Parts that have been specifically excluded from FAA certification by the USG must conform to U.S. government approved specifications/drawings.

Store, manage, protect, and inspect all spares for aircraft under the responsibility of the Technical Advisor.

Ensure aircraft parts are not counterfeit or used.

Packaging, Handling, Storage, and Transportation (PHS&T) – Utilize best commercial practices for PHS&T of C-208B spare & repair parts, GSE, and materials.

Repair/Replace/Overhaul Configuration Control – Maintain Title 14 CFR Part 23 type certification control of the C-208B aircraft parts (14 CFR Part 33 for engines).

Safety – adhere to standard safety practices, as well as local base safety procedures, FAA safety guidelines, and the applicable Government Documents, Specifications, and Standards.

Training – Create, and teach, a curriculum on a comprehensive maintenance training program, designed to produce fully-qualified maintenance personnel capable of performing the full range of O-level maintenance tasks for the C-208B. The training program development and implementation shall be consistent with established FAA and best commercial practices.

Qualifications and Skills

U.S. citizen with active DOD Secret clearance.

Five years’ Supply Chain Logistics experience including experience with spares resupply and repair programs

Five years’ experience with PT6 engines and three years on Cessna airframes.

Three years of overseas duty

International Civil Aviation Organization (ICAO) Level 4 English Language Proficiency.

Federal Aviation Administration (or equivalent) Airframe & Power Plant Certification.

Current Inspection Authorization (IA) certificate

Military or civilian equivalent Maintenance Instructor Qualification.

Proof of medical clearance by a doctor of physical and mental fitness to perform duties of an aircraft mechanic to include lifting 50 pounds and working in Sub-Saharan climates without climate control

Workweek: 48-hours per week, when locals work and may include working on traditional days-off.
Base pay plus all allowable State Department uplifts for Post Differential, Danger Pay, and COLA.
