Plan International Cameroon is currently advertising for the position of 01 Logistics and Procurement Coordinator based in Bamenda.


This is a local position


Key Tasks


  • Providing  functional logistics leadership and support  within the NW SW Crisis response, including the assessment, design, start-up, budget management, and implementation of emergency supply chain activities for multiple projects, working very closely with the Admin & Logistics Coordinator and Emergency Response Manager
  • Coordination and reporting including  Logistics Cluster engagement  and civil-military liaison in an emergency response.
  • Lead and/or oversee the rapid scale of  procurement  activities including the identification of international and local sourcing options, management of downstream supply pipeline, contracting of goods, services and works suppliers, and liaising with  programmes and finance  and whilst at all times providing assurance, implementation and appropriate controls.
  • Provide oversight and direction  to inventory and warehouse management  across multiple projects including GIK management, renting of warehousing space, contingency stock management and the receipt of donations.
  • Oversight and development of  fleet management and transport operations  for emergency response including co-ordinating with existing country office operations to identify needs, acquire and utilise a variety of modes to meet the emergency response requirements needs safely and effectively.
  • Responsible for the rapid  identification and setting up of office and staff accommodation , and other premises in fast changing and volatile environments. This includes fitting of equipment required to run the office and ensuring the staff movements, inductions in conjunction with HR are coordinated and planned
  • Ensure suitable  accommodation and transport  is in place for emergency response staff, visiting PLAN staff, and consultants, together with guidelines and communication needs being met to keep staff and visitors informed and briefed.
  • Ensures that the team ensure appropriate communication, filing and paperwork are in order to facilitate smooth running of the office.
  • Work with programmes team to coordinate  emergency response distributions , including multi-partner planning, site set up, security, local authority liaison, and material resource planning.
  • Providing technical input in project operational planning, enabling fast and effective delivery to meet humanitarian needs, as well as ensuring that they are in line with donor guidelines and operations manual regarding implementation and reporting.
  • Provide training and capacity building to all current response staff in Logistics, Procurement & Warehouse Management.
  • Collaboration with other response team members (e.g. market assessment and infrastructure/supply chain assessments.
  • Oversee all procurement activities for NW/SW response
  • Work closely with program to ensure the procurement plans for all project are in place and ensure daily follow of the implementation of the procurement plans.
  • Responsible for ensuring the procurement activities are in accordance with budget lines and annual plans and serve the best interests of Plan and its operations.
  • Provide leadership to the procurement team to ensure that all procurements are finalized in timely and quality manner, ensuring compliance with Plan SOPs and donor guidelines.
  • Support in following up on the procurement plans and requisition tracking in all offices.
  • Responsible for prequalification processes and establishment of Suppliers and Service Providers databases.
  • Responsible for all framework lease agreements in accordance with NRC procedures including renewals.
  • Ensure that the system of controlling assets movement between personnel, programmes and locations within is in place and working adequately.
  • Support the ERM in the development of the Logistics inputs of the Master Budget and new proposals
  • Work closely with Security Officer to Security Officer to ensure appropriate steps to safe-guard office premises and residential property (guards, locks, lighting, alarms, fire equipment).



Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:



Knowledge & Experience

  • Experience of leading emergency response supply chain function(s) at a country level, in disaster response contexts.
  • Experience of representing an organization in a formal capacity
  • Experience in start-ups and implementation of donor grant projects, good knowledge of donor rules and regulations

across humanitarian supply chain functions.

  • Technical background across all aspects logistics and supply chain management, including, procurement,

warehousing, fleet management and humanitarian distributions.

  • Experience of contributing to market and rapid needs assessments, contributing to emergency response and project plans.
  • Experience and knowledge of humanitarian supply chain management.
  • Knowledge and experience of risk and fraud identification and management, including short term mitigation strategies.
  • Knowledge and/or experience of non-traditional, non-direct supply chain delivery modalities, including working with

local partners and working with markets and cash-based delivery would be an advantage.

Knowledge and experience of working with an ERP (e.g. SAP) or other supply chain management IT solutions

would be an advantage.



  • Ability to coordinate and organise within a fluid working environment and has a capacity for initiative and decision making

with competent analytical and problem-solving skills.

  •         Ability to work independently and as a team
  • Well-developed written and oral communication skills. Able to communicate clearly and sensitively with

internal and external stakeholders.

including performance management and the ability to apply situational leadership and applying coaching methods.

Physical Environment


The successful candidate must be willing to work in flexible working environments and understand that Plan International is in the process of setting up and expanding its operations. They therefore may be asked to work in non-office settings.

The role will also include frequent travel to different regions and to the commuinities which Plan International supports. Therefore, the candidate must be willing to be flexible on travel and understand that their role is for the best interests of the girls and boys which Plan International support.

Level of contact with children


High level:  Frequent interaction with children. This role will involve working in schools and communities on a regular basis. Therefore, it is essential that the candidate exemplifies that they are completely aware of safeguarding procedures and that they understand that the safety of children is the most essential part of this role.
