Essential Job Duties/Scope of Work:

SUMMARY : Compliance Investigator is responsible for conducting internal investigations under supervision and guidance of Compliance Investigations Coordinator. Compliance Investigator gathers, analyses and evaluates facts, defines problems, draws valid conclusions and prepares and presents concise written reports.

Compliance Investigator promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

GENERAL DUTIES AND RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation:

 

  1. Ethics and Compliance Department Overarching Responsibilities
  • Promotes and encourages a culture of compliance throughout the organization.
  • Encourage transparency, communication, and teamwork related to the Ethics and Compliance Charter and its Department objectives

 

  1. Investigations
  • Supervises and guides field teams who are conducting low and medium-risk fraud investigations;
  • Conducts objective, fair, thorough, unbiased and timely investigations into allegations of fraud, abuse, corruption, waste, and violations of International Medical Corps’ policies and procedures with supervision and guidance from Compliance Investigations Coordinator;
    • Develops action plans which determine scope, timing, and direction of investigation;
    • Conducts field visits to obtain relevant evidence and information;
    • Reviews and research evidence/documents to draw conclusions;
    • Organizes and conduct interviews;
    • Documents all investigative steps;
  • Produces professional investigation reports with recommendations;
  • Maintains complete confidentiality with respect to information acquired through the compliance process and all associated activities.

 

  1. Communication
  • Prepares communication with donors, regulatory bodies and any third party with supervision and guidance from Compliance Investigations Coordinator;
  • Prepares and provides necessary updates on internal investigations to other departments as needed.

 

  1. Capacity building and training
  • Researches available sources and remains up-to-date on relevant trends and activities in the global compliance profession within the NGO community.

 

  1. Other responsibilities
  • Suggests changes to the policies and procedures and improvements to the systems;
  • Conducts any other tasks assigned by Compliance Investigations Coordinator with the aim of supporting or improving the operations of the investigations unit;
  • Contributes to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors;
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps;

Qualifications:
QUALIFICATIONS AND REQUIREMENTS:

  • Bachelor´s Degree in Business Administration, Fraud Management, Law or Accounting
  • Minimum 2 years of experience in humanitarian relief with at least 1 year of experience in relevant field
  • Detail oriented, with a high degree of ethics, integrity, discretion and professionalism.
  • Certified Fraud Examiner Certificate preferred
  • Background in Forensic Accounting preferred
